During the hearing, the top regional security officer in Libya over the summer, Eric Nordstrom, and Lt. Col. Andrew Wood, a Utah National Guardsman who was leading a security team in Libya until August, placed the blame squarely on Lamb, the deputy assistant secretary of state for international programs, whom they said was the official who denied those requests.

"All of us at post were in sync that we wanted these resources," Nordstrom testified, adding that Lamb had directly told him over the phone not to make the requests, but that Cretz decided to do it anyway.

"In those conversations, I was specifically told [by Lamb] ‘You cannot request an SST extension.' I determined I was told that because there would be too much political cost. We went ahead and requested it anyway," Nordstrom said.

But Wood testified that there was no way anyone who was following the events in real time could conclude the attacks were anything but a terrorist attack.

"It was instantly recognizable as a terrorist attack. We almost expected the attack to come. It was a matter of time," Wood said. "[Al Qaeda's] presence grows there every day. They are certainly more established there than we are."

In a briefing on Tuesday, State Department officials said 'others' in the executive branch concluded initially that the attack was part of a protest against the film, which ridiculed the Prophet Muhammad. That was never the State Department's conclusion, reporters were told.

House Oversight Commitee on Govt Reform: Denied: US Diplomats in Libya Requested More Security

WASHINGTON- House Oversight and Government Reform Committee leaders today sent a letter to Secretary of State Hillary Clinton asking why requests for more protection were denied to the U.S. mission in Libya by Washington officials prior to the September 11, 2012 terrorist attack that killed U.S. Ambassador J. Christopher Stevens. The denials came after repeated attacks and security threats to U.S. personnel.
“Based on information provided to the Committee by individuals with direct knowledge of events in Libya, the attack that claimed the ambassador’s life was the latest in a long line of attacks on Western diplomats and officials in Libya in the months leading up to September 11, 2012. It was clearly never, As Administration officials once insisted, the result of a popular protest,” the committee’s chairman, Rep. Darrell Issa, R-Calif., and subcommittee chairman, Rep. Jason Chaffetz, R-Utah, write. “In addition, multiple U.S. federal government officials have confirmed to the Committee that, prior to the September 11 attack, the U.S. mission in Libya made repeated requests for increased security in Benghazi. The mission in Libya, however, was denied these resources by officials in Washington.”

For example, following a May 22 early-morning attack on a facility that housed the International Committee on the Red Cross, a Facebook page claimed responsibility, and said the attack was a warning and a “message for the Americans disturbing the skies over Derna.” That reference was likely to American surveillance drones over a city that provided fighters to al Qaeda in Iraq in the last decade.

In June a Facebook page associated with militants linked to the late Libyan dictator Muammar Gaddafi posted a threat to Stevens based on the route he took for his morning jog. The Facebook page also posted a picture of Stevens. The letter to Clinton notes that “after stopping these morning runs for about a week, the Ambassador resumed them.”

A senior State Department official contacted for this story said the ambassador was “not reckless” with his own security or that of his staff. But this official also acknowledged that the ambassador was “an old-school diplomat” and strongly desired to have as few barriers between himself and the Libyan people.

The letter also discloses for the first time a bombing at the U.S. consulate that occurred on April 6, 2012. It says that on that day, two former security guards for the consulate in Benghazi threw homemade improvised explosives over the consulate fence. That incident resulted in no casualties.
The Wall Street Journal first reported last month that on June 6 militants detonated an explosive at the perimeter gate of the consulate, blowing a hole through the barrier. The letter to Clinton quotes one source who described the crater as “big enough for forty men to go through.”

The guard, interviewed Thursday in the hospital where he is being treated for five shrapnel wounds in one leg and two bullet wounds in the other, said that the consulate area was quiet – “there wasn’t a single ant outside,” he said – until about 9:35 p.m., when as many as 125 armed men descended on the compound from all directions.
The men lobbed grenades into the compound, wounding the guard and knocking him to the ground, then stormed through the facility’s main gate, shouting “God is great” and moving to one of the many villas that make up the consulate compound. He said there had been no warning that an attack was imminent.

“Wouldn’t you expect if there were protesters outside that the Americans would leave?” the guard said

Abdelkarim al-Hasadi, who fought with Osama bin Laden in Afghanistan, appears to have de facto control of the Derna Emirate. Men like al-Hasadi are certain to get what support al-Qaeda can muster. Osama bin Laden's inner circle includes Muhammad Hassan Qayid, known also as Abu Yahya al-Libi, the younger brother of the LIFG leader Abdul Wahhab Qayid Idris.
